"What IS the correct torque for ....."

The wheel lug nuts? I have a 1997 MK VIII. I get a shimmy in the wheel while braking. Both new rotors were installed up front. I heard that properly torquing the nuts will help and can eliminate this. Is this true? And what Ft/Lbs should it be? THANKS! : )
